Recent changes to the Regulatory Reform (Fire Safety) Order, a key piece of fire safety legislation within the UK, have clarified that responsibility sits firmly with building owners, employers, developers, facilities managers, and duty holders.

 

Life safety systems must not just be installed — they must be competently designed, certified, and documented. 

 

Navigating fire safety today means staying aligned with evolving standards like BS 5839-1, BS 8629, and BS 9999, as well as ongoing updates to building regulations.

 

Yet in many projects, we still see:

  • Poorly specified systems

  • Misalignment with risk assessments

  • No design accountability

  • Minimal testing or review before sign-off

National Fire Chiefs Council (NFCC V4)

Where there is a significant failing in the general fire precautions and/or other issues such as combustible external facades, a competent fire specialist may consider these failings could contribute to uncontrolled, and potentially unrestricted fire spread in the building, and therefore the building can no longer support a stay put strategy.

High-rise residential premises will require a change to the evacuation strategy. This should be adopted until all fire safety defects are rectified.

The temporary change may provide a level of confidence that, while there are clear risks, continued occupation of the building is possible with the adoption of simultaneous evacuation.

NFCC advise that simultaneous evacuation should only be TEMPORARY! Do not consider a permanent change.

NFCC Recommends

NFCC strongly recommends that where a change to a simultaneous evacuation is deemed appropriate and will be required for medium to long periods of time, that a temporary common fire alarm system is installed. This is because a temporary common alarm, when designed, installed and maintained appropriately, is a more reliable and cost-effective way to maintain a sufficient level of early detection. 

An assessment, specific to the building in question will need to be conducted, which considers any potential fire spread in conjuction with the evacuation strategy. 

An appropriate communal fire alarm and detection system will generally provide more certainty that a fire will be detected and alerted at the earliest opportunity rather than rely on using trained staff.

Radio Fire Alarm Systems

Since the tragedy at Grenfell Towers. This type of system has seen a sharp rise in installations primarily due to the fundamental flaws in externally cladded buildings. 

We can install radio devices, speeding up installations and reducing the heavy costs of waking watch staff, as a short term solution to fire risk defects. 

The equipment, although greater in cost than the run of the mill fire detection, it allows installers to retro fit buildings at great speeds. 

If you have a need for a system but installing a fire alarm is complicated or time-consuming, radio solves these problems. Installation is unobtrusive, meaning it is perfect for asbestos conditions.
